This development marks an important milestone in the regulation of cosmetics and personal care products in Brazil.

BRAZIL – Brazilian law has taken a significant regulatory step by exempting artisanal cosmetics, personal hygiene products, and perfumes from mandatory registration with the Brazilian Food and Drug Agency (ANVISA).
This exemption is established under Law No. 15.154/2025, which was enacted on July 1, 2025, and is set to take effect on August 30, 2025.
The law specifically targets handmade or artisanal products, aiming to reduce bureaucratic hurdles for small producers and individual entrepreneurs in the sector.
By waiving the requirement for ANVISA registration, the legislation eases costs and simplifies the process of bringing artisanal cosmetics and related products to market in Brazil.
However, this exemption does not mean these products are free from oversight.
According to the country, artisanal products must still comply with applicable sanitary requirements, including proper labelling that lists ingredients, expiration dates, usage instructions, and any necessary warnings.
ANVISA retains the authority to conduct inspections and intervene if there are any public health concerns or regulatory violations.
A future regulation will define what constitutes “artisanal production” to clarify which products qualify for this exemption, and it will specify the technical and safety criteria the products must meet.
This regulatory change is expected to significantly benefit Brazil’s large and dynamic small-scale beauty sector, which saw over 170,000 new small beauty businesses opened in 2024 alone.
It reflects a broader governmental effort to support entrepreneurship, legitimize small producers, and stimulate growth within Brazil’s thriving beauty market, which ranks as the fourth largest globally.
This move comes at a time when the market for cosmetics, personal hygiene products, and perfumes in Brazil is experiencing significant growth and transformation.
According to a report published by Mordor Intelligence, the Brazilian market for cosmetics, personal hygiene products, and perfumes is projected to reach USD 36.97 billion in 2025, with strong growth expected through 2030 at a compound annual growth rate (CAGR) of 7.29%.
Personal care products dominate the market, accounting for over 91% of total value, driven by rising demand for skincare, haircare, and hygiene essentials.
