Dr. Ooka brings over 20 years of experience in the consumer packaged goods sector (CPG) to the role.
USA – The Independent Beauty Association (IBA), a non-profit trade association for the Independent Cosmetic and Personal Care Industry, has appointed Dr. Akemi Ooka as its new Interim Chief Executive Officer, effective July 1, 2025.
Dr. Ooka takes over the role from Don Frey, who is set to retire after a career spanning more than four decades in the cosmetics and personal care industry.
In her new role, Dr. Ooka is expected to build on the legacy of her predecessor, who was instrumental in modernizing IBA’s educational programs, strengthening industry advocacy, and expanding community engagement.

Dr. Ooka brings over 20 years of experience in the consumer packaged goods (CPG) sector to the role, having held senior positions in product development, supply chain, and procurement at companies such as The Clorox Company, Method, and J.R. Watkins.
Since joining IBA in 2021, she has served as Vice President of Global Supply Chain and Sustainability Resources, where she led the association’s programming, education, and advocacy efforts in these critical areas.
Her appointment comes at a transformative moment for the independent beauty sector, as brands navigate evolving regulatory landscapes, sustainability imperatives, and the integration of emerging technologies.
Dr. Ooka holds a Ph.D. in Chemistry and is widely recognized for her ability to bridge scientific expertise with business strategy.
