The plant began operations on September 9, 2026.

SAUDI ARABIA – Crown Paper Mill (CPM), a UAE-based producer of jumbo tissue paper rolls, has opened a new tissue manufacturing facility in Dammam, Saudi Arabia.
The plant represents the company’s first manufacturing site outside the UAE and creates a strategic production base to serve growing demand across the region.
The facility is equipped with a high-speed Valmet Advantage DCT 200 tissue machine designed for efficient production and high-quality output.
The machine can operate at speeds of up to 2,200 meters per minute and has a 5.6-meter width.
The mill has an initial annual production capacity of 65,000 tonnes, increasing CPM’s combined production capacity in Saudi Arabia and the UAE to 165,000 tonnes.
Valmet’s supply includes an OptiFlo headbox, Yankee cylinder, ViscoNip press, AirCap Heli hood air system, WetDust systems, SoftReel and Focus Rewinder.
The production line also incorporates Valmet’s DNA Distributed Control System, with integrated machine-condition monitoring, and the Valmet IQ Quality Control System.
These systems are intended to support automated operations, production stability and consistent product quality.
CPM said the facility uses energy-saving and water-recycling technologies designed to reduce raw-material waste and chemical consumption.
The Dammam mill is also expected to improve the company’s supply-chain resilience across the Gulf Cooperation Council region by bringing production closer to customers and supporting export activities.
Crown Paper Mill, which has operated since 1996, produces jumbo tissue rolls for facial, toilet, kitchen-towel, napkin, C-fold and carrier-tissue applications.
Its existing operations in Abu Dhabi have an annual production capacity of about 100,000 tonnes.
Their products are FSC®-certified, marketed actively in the UAE and internationally, and backed by strong sustainability practices including recycled tissue production, energy efficiency, and ISO 50001 certification.
Recently, Crown Paper Mill (CPM) received the Gold Tier Sustainability Label from the Abu Dhabi Chamber of Commerce & Industry.
According to a report by Future Market Insights (FMI), the Saudi Arabian tissue paper market was valued at USD 734.2 million in 2023 and is projected to reach USD 1.11 billion by 2033, growing at a CAGR of 4.3%.
The market is driven by rising hygiene awareness, rapid urbanization, and the expansion of the hospitality sector under Vision 2030 initiatives.
Facial tissues remain the largest segment, while kitchen towels and napkins are seeing accelerated growth due to food service and catering demand.
